It synergizes with itself, the more who bring it the more likely a "headshot" becomes. If all 8 members of the team bring it you do 8*90= 720 damage (before armor) with a 66% chance of doing at least 900 points more damage.
With QZ the spike recycles in 7 seconds.
WRT Azuran Scan even a warrior has enough energy to keep it up indefinitely, as long as he's using a zealous weapon; I tested on Master of Damage and got a sustained damage output on my dslash warrior of 84 (with QZ).

Hey if you think [ebon vanguard assassin support] is good with arcane echo. How about trying [arcane echo]+[echo]+[ebon vanguard assassin support] Kill the boss quick and you can have 6 running around.

Best update ever. People are forced to think out builds to finish areas, and the "buffs" to pve skills makes you need less grinding.
A lot of new fun elite skills that were unused before
for once i have to say im happy with somethign that anet did (except for creating the game ofc )

I think the reason is that Anet has finally realized that their previous nerfbat method wasn't getting the job done and was actually degenerating the game. The past year's balance updates have been in the form of "patch fix" nerfs designed to get rid of one or two overused builds. The problem is that this kind of swinging the nerfbat at whatever seemed to be the worst problem at the moment fixed a few things in the short run but caused the number of viable builds to grow smaller and smaller save the occasional buff...which made the overall balance issue worse in the long run.
Since most good builds are ussually centered around an elite, by specifically buffing a bunch of underpowered elites it greatly increases the number of builds that can be played. By increasing variety into the meta players will hopefully be more encouraged to run balanced builds that allow skilled players to deal with a number of things, rather then noobways.

In fact, Evisc/DSlash Warriors not only out-DPS Ursan and have knockdown of their own, they also have the option of packing multiple utility skills including, but not limited to, the functionalities of interrupting and party-wide support, and can use all these other utility skills without having to drop a form and therefore kill their DPS.
